Is there a way to collaboratively work with a coteacher in editing a workbook?

Not really, you need a school account to share the same workbooks (and the same students), but you can always share your links and then use them to make the same workbook. What you won't be able to do is change each other's workbooks, or each other's original worksheets (but you can edit the ones you add to your workbook).
