how to change the time settings?

Do you mean the time zone? If so, please do the following.

Log into your account, click at the top right corner on your avatar, then click my account, then click edit, scroll down, and be sure to set up your own time zone, scroll down and save the changes.

If that is not what you are looking for, please provide me with a screenshot of the issue on your end.
